Canonical question for picking a random element from a set with weighted probability?
I created a question for this.
How do I create a weighted collection and then pick a random element from it?

Handling duplicates where there's an understanding gap
At the end of the day, the user is asking us to explain the answer to a question that has already been asked. In cases such as the example you have provided, they directly repeat the original question....
